In the State of California, any criminal or any other offender can easily purchase the required ammunition from the arms shop with any restriction or formality. Despite such purchase is not legal but there are loop holes and there is no effective mechanism to avoid sale of ammunition to criminals. There is no such law which prohibits the sale of ammunition to criminals.
In order to fill the loop holes in the law related to arms and ammunitions, the California legislature has promulgated a new law called AB962 that would counter the menace and provide effective mechanism to counter the effects of illegal sale of ammunition to criminals. Kevin de Leon, the Los Angeles Democrat stated, “a gun without ammunition is like a syringe without the drug.” The recent legislation will make it mandatory for the sellers to keep record of the thumb-impression and identification of the purchaser of gun ammunition.
Certainly, the legislation will not stop the sale but it would enable the law enforcement agencies to track the record of the transactions and get the investigations going successfully. There are such laws in the neighboring towns that require keeping records of purchasers but implementation of laws in selective areas would mean “no implementation” as anyone would make purchases from a neighboring town where there is no such restriction.
AB962 also requires that the seller cannot keep the ammunition within an immediate access of customers. As far as purchases through internet are concerned, the purchaser will collect the ammunition from a dealer who will not hand-over the stuff without having identification and thumb impressions.
